Market access for livestock products is rarely lost on the quality of the product. It is lost on the inability to prove where an animal came from, what it was exposed to, and what was done to it - and to prove it in a form an importing authority will accept.
That evidentiary burden has moved decisively towards digital systems. Paper certificates are slow, easy to falsify, and impossible to reconcile at volume. Importing authorities increasingly expect electronic certification backed by a traceability system that can answer a query about an individual consignment quickly and consistently.
Traceability designs fail when they assume a production system that does not exist. Individual animal identification suits intensive, sedentary systems with reliable infrastructure. It fits far less comfortably over extensive pastoral systems with communal grazing, seasonal movement, and animals changing hands informally several times before reaching a market.
The design question is therefore what level of granularity the trade actually requires and the production system can actually sustain. Over-specifying is the common failure: a scheme that is technically elegant, unaffordable to run, and abandoned within two years of the project that funded it.
Where whole-country disease freedom is not achievable in a reasonable timeframe, commodity-based trade offers a route to market by demonstrating that a specific commodity, produced and processed in a specified way, carries acceptable risk regardless of the surrounding disease status. It is a demanding argument to make, and it depends on risk analysis that a trading partner will accept.

Common questions
Not always. The required granularity depends on the commodity and the importing market. Group, batch, or establishment-level traceability is sufficient for some trades and is far more sustainable in extensive systems. Specifying more than the market requires is a common and expensive mistake.
It is the argument that risk attaches to a commodity and how it was produced and processed, rather than to the disease status of its country of origin. Done properly it can open markets that would otherwise stay closed for years, but it requires risk analysis robust enough for the importing authority to accept.
Yes. Reviewing a partially deployed system - identifying why adoption has stalled and what would make it sustainable - is a common assignment, and often more useful than starting again.
