Africa Climate Smart Livestock Summit

A catalytic continental platform for climate-smart livestock transformation.

The Inaugural Africa Climate Smart Livestock Summit is designed to accelerate the sustainable transformation of Africa’s livestock sector through a competitiveness-plus-sustainability approach aligned with the Sustainable Development Goals and the Paris Agreement.

Platform purpose

Convening policy, finance, innovation, research, and producer-facing actors.

The Summit is designed to convene governments, development finance institutions, private-sector innovators, producer organizations, researchers, and climate-finance actors. It aims to demonstrate how climate-smart livestock systems can unlock opportunities in Africa’s livestock economy while strengthening resilience, improving productivity, reducing emissions intensity, and expanding access to premium markets.

The initiative is also intended to support launch and development of the Africa Climate Smart Livestock Trust and customizable Green Climate Fund investment blueprints for African Union member states.

Competitiveness plus sustainability

Position livestock systems for trade, productivity, resilience, and climate performance.

Investment-ready blueprints

Support customizable climate-finance pathways for livestock transformation.

Continental convening

Bring together institutions capable of financing, implementing, and scaling change.

Why a livestock-specific platform

Livestock sits at the centre of Africa’s food security, trade, and climate agendas — but rarely at the centre of climate finance.

Livestock supports incomes, nutrition, and asset security for a very large share of African households, and the sector underpins a substantial share of agricultural GDP in many member states. It is simultaneously exposed to drought and disease shocks, constrained by animal health and market-access barriers, and treated in international climate discussions primarily as a source of emissions rather than as a system that can be improved.

That framing has a practical consequence: climate finance rarely reaches livestock producers at scale. Mitigation potential in African livestock systems lies mostly in emissions intensity — the emissions produced per litre of milk or per kilogram of meat — which falls when animal health, feeding, breeding, and herd management improve. Those are the same interventions that raise incomes and strengthen resilience. The barrier is not the absence of technical options; it is the absence of bankable structures, credible measurement, and a forum where ministries, financiers, researchers, and producer organisations design them together.

The Summit is intended to be that forum: a place where competitiveness and sustainability are treated as one agenda rather than two competing ones.

Thematic focus

From technical evidence to financeable, country-owned investment.

The Summit agenda is built around the decisions that actually unlock investment, rather than around a general review of the sector. Each theme is intended to end in something usable: a blueprint, a partnership, a measurement approach, or a commitment.

  • Emissions-intensity pathways that raise productivity and reduce emissions per unit of output
  • Animal health and resilience as the foundation of climate-smart performance
  • Measurement, reporting, and verification approaches credible enough to attract climate finance
  • Market access, trade standards, and premium-market positioning for African livestock products
  • Blended and concessional finance structures suited to pastoral and smallholder systems
  • Country-level investment blueprints adaptable by African Union member states

Governments and ministries

Agriculture, livestock, environment, and finance ministries seeking investment-ready pathways that align national livestock strategies with NDC commitments.

Development finance and climate funds

Institutions looking for livestock propositions with credible measurement, defensible additionality, and delivery capacity behind them.

Research and technical institutions

Organisations able to supply the quantification methods, baselines, and evidence that make livestock climate finance defensible.

Private sector and producer organisations

Processors, input suppliers, service providers, and producer bodies who ultimately deliver change at herd level.

Intended outcomes

A platform designed to leave behind structures, not just proceedings.

Beyond convening, the initiative is intended to support the launch and development of the Africa Climate Smart Livestock Trust and a set of customisable Green Climate Fund investment blueprints that member states can adapt to their own herd profiles, production systems, and policy priorities. The aim is that a country leaves with a defensible starting point for a funding application rather than a communiqué.

Livestock Futures contributes technical design support to this agenda: emissions-intensity and carbon accounting frameworks, animal health and One Health inputs, trade and market-access analysis, and the results frameworks that turn a strategy into something a financier can appraise.
